Registering in EDM and the shipment contact person

At a glance
- Everyone involved in EDM. Anyone based in Austria and involved in a shipment must be registered in EDM: notifiers, arrangers, producers, consignees, facilities and carriers.
- The shipment contact person. Every registered company needs at least one contact person for shipments in ZAReg. Without one, there is no entry in DIWASS.
- From EDM to DIWASS. Once the master data and the contact person are up to date, EDM passes the data to DIWASS automatically. No separate registration there is needed.
- EORI number or GLN. DIWASS identifies companies by their EORI number. It comes automatically from the USP; without one, the person GLN from EDM is used.
- With a test notification. A test notification in eVerbringung shows whether it worked: if you can pick your own company as notifier, it is in DIWASS.
In detail
Who must register
All natural and legal persons with a seat or establishment in Austria involved as notifier, arranger, waste producer, consignee, facility operator or carrier in a shipment into, out of or through Austria must be registered in EDM (Electronic Data Management, edm.gv.at) (BMLUK).
The shipment contact person
- Every person registered in EDM must name at least one "contact person for shipments". Without one, it is not registered in DIWASS.
- Explicitly not the responsible person under § 26(6) AWG 2002, but whoever is the point of contact for notifications and Green List shipments.
- It is entered in ZAReg, the central facility register in EDM. The BMLUK offers a step-by-step guide as a PDF.
The transfer to DIWASS
Once the master data and the contact person are up to date, EDM transfers the data to DIWASS automatically. This replaces a separate DIWASS registration for all purposes concerning shipments out of, into or through Austria (BMLUK).
- EORI number: the Commission uses the EORI number as the central identifier. For Austrian companies it comes automatically from the business service portal (USP) into ZAReg and from there to DIWASS; there is nothing to enter yourself.
- Without an EORI number, the company is identified by its person GLN from EDM.
- Sites need a complete address in ZAReg, with postcode, town and street, or they are missing in eVerbringung or can't be found in DIWASS by partners abroad.
Checking that it worked
The BMLUK recommends creating a test notification in eVerbringung and picking yourself as notifier, even if you are otherwise only a consignee, facility operator or arranger. If that works, the transfer worked. If the message "nicht als DIWASS Operator vorhanden" (not present as a DIWASS operator) appears:
- check the shipment contact person in ZAReg's master data;
- check that the EORI number is entered correctly in ZAReg;
- if everything is right: contact the EDM helpdesk, edm-helpdesk@umweltbundesamt.at.
Carriers without a seat or establishment in Austria that were registered in EDM are not transferred to DIWASS; they ask their own national authority (BMLUK).
