Before transport

Once the written consents are in, or tacit consent from the transit authority can be assumed, the notifier gives the actual date of shipment, completes the movement document as far as possible and submits it to the authorities and the other parties at least two working days before the start Art. 16(2). The actual quantity, the carriers and the container number may be added until before the start.

Changes after consent

The notifier reports essential changes immediately to the authorities and the consignee, if possible before the shipment starts. Essential changes include deviations from the notification in quantity, routing including alternative routings, dates or carriers Art. 17(1). A new notification is then needed, unless all authorities consider it unnecessary; they answer within five working days at the latest. Until then a planned transport doesn't take place, and one under way is halted as soon as practicable Art. 17(2). If another authority becomes involved, for example through a different transit country, a new notification is always needed Art. 17(3).
