Who works where: companies in EDM, carriers in DIWASS

At a glance
- Everything through EDM and eVerbringung. Notifiers, arrangers, producers, consignees and facility operators in Austria work only in EDM. They don't need an EU Login for it.
- No direct route into DIWASS. For shipments into, out of or through Austria, reporting directly in DIWASS is not permitted, and neither is a company's own interface.
- EU Login and DIWASS. Carriers enter means of transport, date of transfer and signature themselves in DIWASS. For that, they also need an EU Login.
- A second hat. If a company is consignee and carrier at once, it reports as consignee in EDM and fills in its carrier fields in DIWASS.
- Reports are made in the country of dispatch. An arranger in Germany reports under German rules. An Austrian company can't do it for them in EDM.
In detail
How Austria connects to DIWASS
By 3 February 2026, the competent authorities had to tell the Commission how they and the businesses of their country access the central system Implementing Reg. 2025/1290, Art. 4. Austria takes part through an interface in its own system, EDM/eVerbringung. The regulation allows such national systems as long as they exchange data with the central system in real time Art. 27(4).
Companies: only in EDM
- Notifiers, arrangers, waste producers, consignees and facility operators with a seat or establishment in Austria work directly in EDM/eVerbringung, for applications and for reports. They don't need an EU Login for it.
- Reporting through EDM is mandatory: transport, receipt and treatment reports, for notifications and for the Green List alike. Reporting directly in DIWASS is not permitted, and neither are direct company interfaces into DIWASS.
- For software there is EDM's WasteX interface: it is being adapted for notification reports (first draft specification of 27 March 2026), and it is planned for the Green List.
Carriers: DIWASS as well
- Carriers with a seat or establishment in Austria first register in EDM, with a shipment contact person. The order is fixed: registration in EDM, data transfer to DIWASS, application for an EU Login, access to DIWASS.
- In DIWASS they fill in their fields: for the Green List, fields 5a to 5c of Annex VII; for notifications, fields 8a to 8c of the movement document, namely means of transport, date of transfer and signature, just before the shipment starts.
- A carrier can create several users and decides which of them makes the entries. A forwarder's user should be able to receive assignments from several carriers in DIWASS to fill in their fields.
- If the lorry or the carrier has to be swapped on the way, the notifier or arranger corrects fields 5a to 5c or 8a to 8c, through EDM or DIWASS.
Several roles, several countries
- If a company is, say, consignee and carrier at once, it reports as consignee through EDM and fills in the carrier fields in DIWASS with its EU Login, wearing "a second hat", as the BMLUK puts it.
- Reports follow the rules of the country where the reporting party has its seat or the establishment concerned. An arranger in Germany reports under German law, directly in DIWASS or through a German system. An Austrian company can't file the transport report in EDM for a notifier or arranger from another Member State.
- People from third countries can take part in DIWASS individually. Their application is confirmed by the authority of the Member State with the closest link, usually that of dispatch or destination.
