Submitting a notification

At a glance
- Ask first, then ship. The notifier submits a prior written notification to all competent authorities concerned: at dispatch, at destination and for transit.
- Notification and movement document. A notification consists of the notification document in Annex IA and the movement document in Annex IB.
- Contract and financial guarantee. A copy of the contract and proof of the financial guarantee belong to it, and for a dealer, its authorisation.
- One waste code per notification. As a rule, the notification and movement documents carry only one waste identification code.
- Through eVerbringung. Notifications from Austria are filed in EDM through eVerbringung. Within the EU, no paper is needed any more.
In detail
Who notifies, and to whom
The notifier (lesson 1.3) submits the notification to all competent authorities concerned Art. 5(1). New producers, collectors, dealers and brokers may only notify if they hold a permit or are registered. The notification covers the shipment from the place where it starts and any interim and non-interim recovery or disposal Art. 5(9).
What belongs to it
- the notification document in Annex IA and the movement document in Annex IB Art. 5(2), with the information and documentation in Annex II, Part 1, and as far as possible already Part 2 Art. 5(3);
- on an authority's request, the additional information in Annex II, Part 3 Art. 5(4);
- a copy of the contract and a declaration that it exists Art. 5(7) (lesson 3.2);
- the declaration on the financial guarantee or equivalent insurance, and the guarantee itself or, if the authorities allow, a declaration that it exists Art. 5(8);
- for a dealer or broker, its written authorisation Art. 5(2).
One waste, one code
The notification and movement documents carry only one waste identification code from Annex III, IIIA, IIIB or IV Art. 5(10). Where a waste is not classified under a single entry in those annexes, a code from the list of waste is used. There are exceptions for wastes with essentially similar characteristics that can only be described with several codes, and for mixtures, where each fraction is given in order of importance.
Properly carried out, properly completed
The regulation has two stages. A notification is properly carried out once the authority of dispatch is satisfied with the notification and movement documents Art. 5(5). It is properly completed once all authorities concerned are satisfied or have received everything they asked for Art. 5(6). Only from the notice of that does the deadline for the decision run (lesson 3.3).
In Austria
Notifications from Austria are filed in EDM through the eVerbringung application; from there, a BMLUK interface passes them on to DIWASS. Within the EU nothing is printed any more. Only where participants from third countries don't take part in DIWASS do documents still go to them and to the third-country authorities by post and, where possible, by e-mail (BMLUK).

- Notification and movement documents are complete, with the Annex II information.
- A copy of the contract and the declaration on it are attached.
- The financial guarantee is declared and proven.
- Each notification states one waste code.
- For dealers or brokers, the authorisation is attached.
